Selex Galileo has signed a memorandum of understanding (MoU) with Brazil's ATMOS Sistemas to collaborate in the development of its active electronically scanned array (AESA) radar for the Saab JAS 39 Gripen NG combat aircraft, it announced on 5 January.
The Vixen 1000E/ES05 Raven AESA radar, which is currently being wholly developed by Selex Sensors and Airborne Systems in Edinburgh, Scotland, is a major selling point for the Gripen's entry into Brazil's F-X2 fighter replacement competition, the result of which is due to announced later this year.
According to Selex, the MoU will include technology transfer, work share and co-operative development of the radar, all of which are key requirements in the F-X2 bid to equip the Brazilian Air Force (Força Aérea Brasileira - FAB) with 36 next-generation fighter aircraft (a total that could rise to as many as 120 aircraft, in Jane's view, by the completion of the programme).
As all the component parts of the Raven radar have already been cleared for export, technology export approval for the system should not be a problem.
With the radar being developed in Scotland, the Swedish Gripen NG bid already has the full backing of the UK government, and teaming with another Brazilian company (Saab has already secured an industrial partnership with Brazilian aerospace group Embraer) will boost its chances still further.
Tony Ogilvy, Vice-President, International Marketing for Gripen, told Jane's in November 2009 that the fact that neither Sweden nor the UK have any "real history" in Latin America will be seen as an advantage by the Brazilian government.
Through Embraer, Brazil would produce 40 per cent of each Gripen sold to the FAB and will have exclusive export rights to the rest of Latin America if the Swedish fighter won the F-X2 contest.
While Ogilvy feels that the Gripen is "most definitely" the aircraft of choice for the FAB, he concedes that, with Brazilian President Luiz Inacio Lula da Silva having already publicly stated his preference for the rival Dassault Rafale, the final choice may come down to political expediency rather than platform capability.
Dassault has not made public details of its bid and local teaming arrangements. However, the Brazilian president told Agence France Presse on 5 September 2009 that the French package of technology transfer options gave Rafale an "exceptional comparative advantage" in the tender.
The third competitor in the competition is Boeing with its F/A-18E/F Super Hornet. Boeing has offered local assembly of the aircraft and will subcontract the manufacture of a number of subassemblies for the platform to Brazilian industry. In-country support by local industry for both the aircraft and engine are also included in the Boeing bid, with the company offering to integrate Brazil's current non-US missile inventory onto the aircraft.

SAO PAOLO, Brazil --- The French Dassault Rafale fighter was rated in third and last place in the technical report that the Brazilian Air Force Command submitted to Defense Minister Nelson Jobim on the project FX-2 fleet renewal program.
The Gripen NG, offered by Sweden’s Saab, ranked first in the evaluation, and the F-18 Super Hornet offered by US-based Boeing came second.
The result will constrains the government and further delay the final decision on the proposed purchase of 36 new combat aircraft, by opposing the pro-Swedish technical evaluation of the Air Force to the political and diplomatic preference given by President Luiz Inácio Lula da Silva to the offer presented by the French.
The decision in favor of Rafale was even announced in a joint statement signed by Presidents Lula and Nicolas Sarkozy last September, but the Brazilian government soft-pedaled after the strong political backlash which emerged because the air force had not completed the technical evaluation of the competitors.
Now the government is at an impasse: either over-rules the air force, and buys the Rafale, or its risks French anger by following the air force’s recommendations and buying the Gripen NG. Formally, the President is free to choose any of the three.
According to Folha, the "executive summary" of the report of FAB with the final conclusions of more than 30,000 pages of data, pointed to the financial factor as decisive for tanking the Gripen NG in first place. Gripen NG is single-engined and is still in the design phase although based on the current Gripen, and it is the cheapest of the three final competitors.
The difference in price is as much on cost of the aircraft as on the cost of its maintenance. Saab says it offered the Gripen NG at half the price of the Rafale, or about US $ 70 million per unit. It also says that its cost per flight hour is one-fourth of the Rafale’s, which Dassault disputes: as the Rafale has two engines, it is admittedly more expensive to operate, but would also perform better.
The Brazilian air force, which would bear these costs during the 30-year life of the aircraft, considers this a priority issue.
The technology transfer issue also weighed on the air force’s recommendation. The Gripen NG is still in the development phase, and in theory this offers greater access to its technologies for future business partners, such as Embraer. Saab promised to locate final production in Brazil, but Dassault has also offered it for the Rafale. The problem, the air force said, is that the Rafale is a finished product, which would presumably allow only a lower rate of transfer of production know-how.
The report of the FAB did not consider as negative the fact that the Swedish aircraft is single-engined, as in modern aircraft that is seen as a minor problem in the incidence of accidents.
The Rafale had three major obstacles, according to the air force’s evaluation:
1) Its price is considered prohibitive, despite what French President Nicolas Sarkozy promised Lula.
2) The promised transfer of technology was considered lacking in ambition by Brazil. This is a "finished product", which would be difficult for Brazil to sell to other countries.
3) Embraer, consulted by the Air Force, said that if the Rafale was chosen it would have no interest in participating in the project because it would gain very little in terms of technology and business.
The evaluation report was prepared by COPAC (Coordinating Committee for the Combat Aircraft Program) and ratified by the High Command of the Air Force on December 18.
Jobim returned to Brasilia last night ready to meet with the Air Force commander, Brigadier Juniti Saito. Officially, to gain time, the government’s position is that the FAB has not handed in the document.
The minister already knew the outcome from a trip he took with Saito as China and Ukraine at the end of the year. The two used a layover in Paris to discuss the issue with the president of COPAC, Brigadier Dirceu Tondolo Noro, who, according to Folha, was called to meet them in the French capital at very short notice.
The Brazilian procurement is one of the major acquisition programs in the world, and may exceed 10 billion Brazilian reals.
In an interview with Folha in December, Jobim admitted that he had intervened to change the rules of the COAPC report, but without acknowledging that his intention was to prevent the air force from selecting an aircraft that would have displeased the Planalto (Brazil’s Presidential residence—Ed.)

BRASILIA, Brazil - The Brazilian Air Force's first choice in the contest for a $7 billion contract for 36 high-tech fighter jets is the NG Gripen by Sweden's Saab, and not the government's pick, the French Rafale, Folha de Sao Paulo reported Jan. 5.
Citing an Air Force technical report, the newspaper said the French jet was not even the Air Force's second pick for the fighters. The runner-up was the F/A-18 Super Hornet by U.S. group Boeing.
The Rafale, an multirole fighter made by Dassault, had been seen as leading the pack since President Luiz Inacio Lula da Silva and French President Nicolas Sarkozy announced jointly in September that Brazil was negotiating to buy the delta-winged aircraft.
If that intent to purchase is confirmed, it would be the first export sale of the Rafale, possibly making it more attractive to other potential buyers Switzerland and India.
But Saab and Boeing are fighting fiercely to land the Brazilian contract, reportedly slashing prices to do so.
Lula's government has said the deal is not yet done with Dassault. It is waiting for an Air Force evaluation of the three contenders to be completed. Still, Lula has stressed that the final decision is his, and will be based on political and strategic considerations.
The priority for Brazil is to acquire technology through the purchase so it can end up with the capability to build its own 21st-century fighters.
Folha said the Air Force preferred the Swedish model because it was less costly and potentially had better commercial possibilities. And profit margins on future local production of the French jet were theoretically less interesting to local aviation giant Embraer, the Folha report added.

Spain arms ships with private security guards

The first armed private security guards to be carried in Spanish-flagged merchant vessels were expected to head for the Indian Ocean this week after the Spanish government approved the relevant legislation.
The decree was passed a few weeks after Somali pirates seized the crew of a Basque ship that was fishing in the Indian Ocean on 4 October. Spain is holding two suspected pirates.
Allowing armed private agents on board merchant ships is intended to have a "dissuasive effect" on pirates, according to Spain's deputy prime minister, María Teresa Fernández de la Vega.
The change in the law came after the government turned down calls from fishing fleet operators to deploy Spanish marines on board commercial vessels. The International Maritime Organisation has strongly discouraged the use of firearms on board commercial vessels.
It will permit the "use of adequate armament to comply effectively with the task of protection and prevention" in areas of "severe risk". Ship owners have referred to the carriage of heavy machine guns, but the weapons to be used in each case will be subject to conditions laid down by the Ministries of Defence and the Interior, said Fernández de la Vega.
The first agents were due to fly out to join the fishing vessels in the Seychelles after more than 70 candidates were put though a training course involving the armed forces in Cartagena.

Hellenic Navy accepts Greek-built Type 209s, but German boat will be sold

The Hellenic Navy is to accept three Papanikolis-class Type 214 submarines from ThyssenKrupp Marine Systems (TKMS) in an effort to resolve the dispute between the Greek state and the German shipbuilder.
The new Greek Defence Minister, Evangelos Venizelos, confirmed on 13 November that the three indigenously boats, located at the TKMS-owned Hellenic Shipyards in Skaramangas, near Athens, would be accepted and that the navy was eager to initiate sea trials for the trio.
However, first-of-class Papanikolis , built by TKMS' HDW subsidiary in Kiel, Germany, will be sold to a third party, Venizelos said. He also confirmed a decision to cancel the Neptune II upgrade programme for three Type 209 submarines, stating that instead Hellenic Shipyards will build two new submarines equipped with air-independent propulsion.
Jane's reported on 16 October that Hellenic Shipyards was in financial difficulty following the cancellation of the Archimedes programme (for the four Type 214 submarines) and the Neptune II programme (for the upgrade of three Type 209 submarines) and TKMS said it was owed payments of EUR524 million (USD780 million) - including EUR300 million owed to Hellenic Shipyards - for work on the two programmes.
To help cover the costs of the deal, Venizelos said that the Greek government would meet Hellenic Shipyards' labour costs (approximately EUR3.5 million-EUR4 million per month) until a buyer for the yard is found. The sum would be offset from the payments due to TKMS.
Despite the decision, TKMS still intends to end its Greek operations and sell Hellenic Shipyards. The company is being advised by the investment bank Lazard & Co, which will evaluate its plans to divest itself of the yard.
A spokeswoman from TKMS told Jane's on 17 November: "We are in talks with the new Greek government about the sale of the yard and we can confirm that that Archimedes programme and the Neptune II progamme have been terminated."
The company would not comment on the statement by Venizelos while discussions about the future of Hellenic Shipyards are under way.
If Hellenic Shipyards changes hands it is unclear what arrangements can be put in place to ensure the entry into service of the three Greek-built Type 214s and whether the construction of new Type 209/1400 boats (a design owned by TKMS) can go ahead.

Raytheon advances F-16 integration testing of new AESA radar

Raytheon is currently undertaking the second integration testing phase of its AN/APG-79 active electronically scanned array (AESA)-derived radar upgrade for the Lockheed Martin F-16 Fighting Falcon, a company spokesperson told Jane's on 19 October.
Dave Goold, Director Business Development, Tactical Airborne Systems for Raytheon Space and Airborne Systems division, said that work on the second integration testing phase of the Raytheon Advanced Combat Radar (RACR) started on 12 October and is set to run until 26 October.
According to Goold, the company is using this testing phase "to develop the radar software modes that we feel the customers are going to be asking for". The work is being carried out at the Lockheed Martin Systems Integration Laboratory (SIL) in Fort Worth, Texas.
The first series of software integration tests, which were performed at SIL in 2008, focused on ensuring that the RACR (which has been adapted and scaled from AN/APG-79 as fitted to the Boeing F/A-18E/F Super Hornet and EA-18G Growler) could integrate with the F-16's mission computer and software, as well as demonstrating the air-to-air and synthetic aperture radar (SAR) modes that are possible with the radar. Goold said the company did this "seamlessly".
Flight-testing of the production-representative hardware (which has about 90 per cent commonality with the AN/APG-79) is set to begin in the first half of 2010, at a location in the United States that will be determined according to aircraft availability.
According to Goold, the biggest difference between the RACR and other F-16 AESA options in development - such as the Northrop Grumman Scalable Agile Beam Radar (SABR) - is that the production-representative hardware for the RACR is already available and has been approved for export by the US government.
Referring to the Northrop Grumman AN/APG-80 AESA fitted to the United Arab Emirates F-16 Block 60 aircraft, Goold said "the difference between [the] APG-80 and RACR is generational". The AN/APG-80 utilises an older brick-based array that is larger, heavier and requires more cooling than the tile-array of the RACR. The RACR is designed to be fully compatible with a host aircraft's power and cooling systems.
Additionally, the AN/APG-80 is a Block 60-specific solution and not suitable for the Block 52 aircraft currently rolling off the production line, or the thousands of older aircraft which might be retrofitted with an AESA.
A further advantage of the RACR is that it is a flight-line replaceable system. To this end, Raytheon has twice demonstrated installing the systems on the flight line. During one of these demonstrations, the company did a fit-check on an F-16 at Edwards Air Force Base where it installed the necessary hardware in under an hour.
Raytheon has identified a global market of approximately 2,000 aircraft that could benefit from a RACR retrofit. To date, the company has received "firm interest" from the US Air Force (USAF), said Goold, and the US government has given classified briefings on the system to both Greece and South Korea.
Goold said that the USAF interest is dependent on the outcome of the upcoming Quadrennial Defense Review, but added that the company has briefed the service "and can meet any schedule they might have for the introduction of the RACR onto their F-16s".
He added that there has also been interest shown in the RACR from domestic and international customers of the baseline F/A-18 aircraft. Operators such as the US Navy, US Marine Corps, Finland and Switzerland will be using these aircraft out to beyond 2020 and Raytheon feels that the RACR could help address any obsolescence issues that these legacy platforms might encounter.
Raytheon can meet the delivery time for a new-build F-16 Block 52 aircraft based on the lead time required to build a new fighter. For a retrofit, the company can install a RACR into an F-16 based on the notional lead time needed to build the radar hardware. "We can meet any schedule that a customer puts down for the delivery of retrofit aircraft", Goold said.
The RACR has not yet received an 'AN/APG' designation from the USAF. However, as the air force allocates such designations sequentially it is likely that RACR's will follow on from the latest AN/APG-82 for the USAF's Boeing F-15E Strike Eagle.

Etkin olarak 2006 yılı başında başlayan Fakültemiz ‘Küp Uydu’ projesi kapsamında geliştirilen İTÜpSAT1, 23 Eylül 2009 saat 9:41’de yeryüzünden ortalama 720 km mesafesindeki yörüngesine yerleşerek İTÜ-UUBF yer istasyonumuza işaret sinyallerini göndermeye başladı. Uydumuz yörüngesine yerleştiğinde Türkiye’de üretilmiş ve yörüngesine yerlesmiş ilk Türk Uydusu oldu.
Tamamen İTÜ içerisinde geliştirilen uydumuz Küp Uydu (CubeSat) standartları uyarınca geliştirildi.
Bu standart uyarınca ağırlığı en fazla 1 kg ve boyutları 10x10x10 cm den büyük olmamalı idi. Bu kısıtlar içinde kalmak üzere uydumuzun üstlenebileceği görevler bir ekip çalısması sonunda proje ekibi tarafından oluşturuldu:
1. Kıtasal ölçekte görüntü yakalama ve yer istasyonuna aktarma,
2. Pasif kararlılık kontrol sistemi denenmesi,
3. Uydu üzerinde bulunacak sıcaklık, manyetik alan ve ivmelenme sensörleri ile ilgili değerlerin ölçülmesi, bu uydu sağlık verilerinin yer istasyonuna aktarılması.
Uydunun konumunun belirlenmesi ve izlenebilmesi için de bir isaret sinyali yayan devre gelistirilmiş ve uyduya yerleştirilmistir.
Bu görevleri gerçekleştirmek üzere daha sonraki uydu çalışmalarımıza temel oluşturacak bir uydu sistemi olabildiğince hazır satılan elektronik ve mekanik ürünler kullanarak geliştirilmistir. Bu şekilde oldukça ekonomik bir sistem ortaya konulabilmiştir. Uydunun kabaca maliyeti 250.000 TL düzeyindedir. Buna fırlatma ve alt yapı geliştirme maliyetinin de eklenmesi gerekmektedir. Bu kapsamda oluşturulan ‘Uzay Sistemleri Tasarım ve Test Laboratuvarı’ ile uydu yer istasyonumuzu da barındıran ‘Küçük Uydular Haberleşme Laboratuarı’ alt yapıları için toplam 1.5 milyon TL düzeyinde bir harcama yapılmıştır. Uydu tasarım ve üretim çalışmamız 1001 projeleri kapsamında 106M082 numaralı proje olarak TÜBİTAK tarafından da desteklenmiştir.
Uydumuzun titreşim testlerinin yapılması için Makina Fakültesi’nden, anten tasarımı ve eşleştirmesi konusunda da Elektrik-Elektronik Fakültesinden destek alınmıştır.
Uydumuzun gönderdiği verilerin alınması ve değerlendirilmesi işlemleri sürmektedir. Daha etkin yönelme belirleme isleminin gerçekleştirilmesini kapsayan geliştirme çalışmalarımız da sürmektedir.

New Fighter Jets Chronically Short of Spare Parts
Faced with a shortage of spare parts for its newest F-15K fighter jets, the Air Force is resorting to stripping components from one jet and putting them into another to keep them flying.
According to documents the Air Force submitted to Grand National Party lawmaker Kim Jang-soo, who heads the National Assembly's Defense Committee, the rate of availability of new spare parts for F-15K fighter jets was 16 percent last year, compared to between 70 to 80 percent for other fighter planes.
The so-called "concurrent spare parts" or CSP rate shows how much out of a year's worth of spare parts in inventory can be used immediately. Sixteen percent is spectacularly low.
Instead, the Air Force has resorted to cannibalizing other F-15K jets.
Instances of cannibalization rose from 39 cases in 2006 to 203 in 2007 and 350 in 2008. Cannibalization is prohibited, but authorization can be given by the top echelon when there is no other option, enabling the Air Force to maintain an operation rate of more than 80 percent for the F-15Ks. But at any given time, five to six of the jets remain grounded because components are missing.
The Air Force cites a lack of forecasts of "components needs" because it claims to be in the early stages of deploying F-15Ks, and blames manufacturer Boeing for failing to hand over the relevant information.
"Cannibalization will decrease with time as we gain more experience operating the F-15Ks, being able to forecast the potential shortage of different components," an Air Force spokesman said. He claimed cannibalization was common in air forces around the world.
But one former Air Force general said, "Cannibalization involves used parts, and when it comes to something as intricate as a fighter jet, a major malfunction could result."

Boeing projects $400 billion market for new airplanes in China
BEIJING, 28 Sept. 2009 Boeing [NYSE: BA] detailed its 2009 market update for commercial airplanes for China region, forecasting a requirement for 3,770 new airplanes valued at $490 billion over the next 20 years. Over the forecast period, China is and will remain the largest market outside the U.S. for new commercial airplanes.
"China is the world's most dynamic market for commercial airplanes," says Randy Tinseth, Boeing Commercial Airplanes vice president of marketing. "The strong domestic air travel growth in China in the first half of 2009 gives us confidence that the world aviation industry is beginning to recover."
China air travel and air cargo market growth will cause China's fleet to more than triple to 4,610 airplanes by 2028, to about as many airplanes as are operating in Europe today, -- creating more opportunities for designers of avionics systems.
Single-aisle airplanes will account for 70 percent of the new purchases, driven by China's fast-growing domestic market. Single-aisle airplanes such as the Boeing Next-Generation 737 will be the largest category, with 2,640 new airplane deliveries. Demand for intermediate twin-aisles, such as the Boeing 787 Dreamliner and 777, will result in approximately 790 airplane deliveries. When combined, the single-aisle and intermediate twin-aisle market will make up 91 percent of China's total delivery dollars.
Demand will include a limited number of large airplanes (747-size and larger) to connect China with other major world destinations. The market forecast calls for about 75 airplanes in that category.
With China's cargo markets leading the global industry, Chinese freight carriers will add about 300 freighter airplanes by 2028, almost quadrupling its total freighter fleet size.
The Boeing 2009 forecast combines today's market environment with a long-term view that portrays how air transport will be transformed over the next 20 years. It's an outlook that indicates continued strong fundamentals underlying the need for new airplanes -- including economic growth, world trade, aviation market liberalization, and new aircraft capabilities.
The detailed study enables Boeing to better work with airlines to support fleet plans in conjunction with the airlines' future economic growth. The outlook facilitates Boeing's strategic plans to drive the development of new airplanes and the improvement of existing models.
Worldwide, Boeing projects investments of $3.2 trillion for 29,000 new commercial airplanes to be delivered during the next 20 years.

Russia eyes Dutch and French amphibious vessels

Russia has approached Damen Schelde Naval Shipbuilding regarding the potential acquisition of four amphibious transport ships, the Dutch company's director has revealed.
Hein van Ameijden said that Moscow has expressed interest in procuring a design similar to the landing platform dock (LPD) HrMs Johan de Witt , which was commissioned into the Royal Netherlands Navy (RNLN) in November 2007.
A lead ship for the Russian Federation Navy would be built by Damen, presumably at the Galati yard in Romania, and fitted out at Flushing in the Netherlands. The three follow-on units would be built in Russia.
Damen is one of two Western European shipbuilders believed to have been approached in recent weeks by Russian authorities probing the possibility of buying amphibious warfare ships.
According to media reports at the end of August, the Chief of the Russian General Staff, General Nikolai Makarov, has been involved in discussions with French company DCNS over its Mistral-class amphibious assault ship. When approached by Jane's , however, DCNS declined to comment.
The 16,800-ton Johan de Witt is a development of the RNLN's 12,750-ton LPD HrMs Rotterdam , which entered service in 1998. The larger ship is equipped with podded propulsion and with enhanced command and control facilities.
A source told Jane's that Russian officials sent a letter to Dutch Defence Minister Eimert van Middelkoop in June, in which they expressed their interest in acquiring amphibious transports. Johan de Witt was dispatched to the International Maritime Defence Show in St Petersburg on 24-28 June, when a Russian delegation was shown around the ship. According to Van Ameijden, the visitors "were charmed by the design".
Van Ameijden said he was "surprised" by the interest of a country that has a well-developed indigenous defence industry, but added: "They apparently have an operational logic for replacing older vessels."
Dutch arms export regulations are not considered a barrier to any deal, since there is no EU or UN arms embargo. Previously, systems specialist Thales Netherlands investigated whether it was permissible to sell radar equipment to modernise some Russian naval vessels and, apparently, no hurdles were found. However, the proposed modernisation did not materialise.
